Expands unlawful conduct for pest control licensees to include making false or fraudulent statements, records, or reports in connection with meeting any license requirement, and cheating on or subverting licensing examinations.

Authorizes the Director of the Department of Pesticide Regulation to levy a civil penalty of up to $5,000 for violations of the new licensing fraud provisions, in lieu of civil prosecution.

Establishes notice and hearing procedures for civil penalty actions, allowing violators 20 days to request a hearing and the right to present evidence before penalties are imposed.

Permits violators to seek judicial review of the director's decision within 30 days through the superior court and allows enforcement of civil penalty judgments.

Specifies that recovered civil penalties are deposited into the Department of Pesticide Regulation Fund for use in administering pesticide division programs.
