Repeals provision authorizing limited packaging permits for semifrozen milk products plants and replaces limited manufacturing permits with limited frozen manufacturing permits that extend requirements to additional entities, hard frozen and semifrozen nondairy desserts, and patients.

Increases fee for semifrozen (soft-serve) milk products plant license from $225 to $325 annually and establishes new limited frozen manufacturing permit fee at $600 for initial issuance and annual renewal.

Authorizes Secretary of Food and Agriculture to increase specified milk product license and permit fees by up to 3 percent per annum, not to exceed the reasonable costs of services provided.

Exempts licensed milk products plants used exclusively for frozen yogurt, frozen dairy dessert, or frozen dessert preparation, and frozen and semifrozen products sold through limited frozen manufacturing permit establishments from pasteurization requirements.

Establishes standards for limited frozen manufacturing permit holders including restriction to on-premises sales only, use of prepasteurized dairy ingredients, production limit of 7,500 gallons annually, and compliance with sanitation and labeling requirements.
