Establishes the Lifting Children and Families Out of Poverty Task Force to recommend comprehensive strategies for reducing deep child poverty and overall child poverty rates in California.

State Department of Social Services must invite, convene, and assist the task force, which shall include representatives from state agencies, counties, justice agencies, community organizations, and researchers focused on child and family well-being.

Task force must submit a report to the Legislature and executive branch by November 1, 2018, including analysis of program success over the prior eight years, unmet needs in poverty reduction, and measurable benchmarks for progress.

Department may use existing resources and accept nongovernment funding to support task force operations.

Division automatically repeals on January 1, 2020, unless extended by subsequent legislation enacted before that date.
