Amends Section 26040 of the Business and Professions Code to clarify removal procedures for Cannabis Control Appeals Panel members.

Changes panel member removal authority from the Legislature to their respective appointing authorities (Senate Committee on Rules, Speaker of the Assembly, and the Governor).

Panel consists of five members: one appointed by Senate Committee on Rules, one by Speaker of the Assembly, and three by the Governor (subject to Senate confirmation).

Declares the act furthers the purposes and intent of the Control, Regulate and Tax Adult Use of Marijuana Act of 2016 (Proposition 64).

Takes effect immediately as an urgency statute, approved July 16, 2018.
