Requires water suppliers to accept valid and current certifications for cross-connection inspection and backflow prevention device testing that meet California Code of Regulations standards (Sections 7583-7605, Title 17) issued before January 1, 2016, until the State Water Resources Control Board promulgates its own standards or January 1, 2020, whichever comes first

Prohibits water suppliers from refusing to recognize statewide certifications meeting State Water Resources Control Board standards for certified backflow prevention device testers and cross-connection control specialists working on customer-side devices at water meters or connections

Allows agencies, water suppliers, and utilities to reject specific inspection, test, or maintenance activities for reasons other than the certification provider's identity

States that no state reimbursement is required because any local costs result from creating a new crime rather than existing mandated activities
