Extends the College Promise Partnership Act indefinitely, removing the June 30, 2017 inoperative date and January 1, 2018 repeal date that previously limited the program.

Allows the Long Beach Community College District and Long Beach Unified School District to continue providing high school pupils with aligned rigorous coursework and college pathways leading to capstone college courses.

Permits the Long Beach Community College District to include high school partnership participants in full-time equivalent student (FTES) reporting for state apportionments, provided no duplicate reimbursement occurs.

Requires the Long Beach Community College District to report partnership expenditures to the Chancellor of the California Community Colleges by November 1 of each year the partnership operates.

Takes effect immediately as an urgency statute upon Governor approval on October 13, 2017.
