Reduces the maximum number of nurse practitioners, certified nurse-midwives, and physician assistants that a single physician and surgeon may supervise from 18 to 12 at any one time.

Adds new sections to clarify that the 12-practitioner limit applies specifically to nurse practitioners functioning under Section 2836.1, certified nurse-midwives functioning under Section 2746.51, and physician assistants licensed under Chapter 7.7.

Corrects terminology throughout the Business and Professions Code from "certified-nurse midwives" to "certified nurse-midwives."

Maintains existing requirements that physician and surgeon supervision of these practitioners includes collaboration on protocols, approval of procedures, and availability by telephonic contact, but does not require physical presence.
