Requires the Desert Water Agency to determine the feasibility of forming a joint powers agreement by January 1, 2020 to manage the Coachella Valley Groundwater Basin with the Agua Caliente Band of Cahuilla Indians, City of Indio, Coachella Valley Water District, and Mission Springs Water District.

Mandates the Desert Water Agency to report its feasibility findings to the four specified entities, the Assembly Committee on Water, Parks, and Wildlife, and the Senate Committee on Natural Resources.

Establishes that if the Commission on State Mandates determines this bill contains state-mandated local program costs, reimbursement shall be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code.

Implements provisions under the existing Sustainable Groundwater Management Act that requires high- and medium-priority groundwater basins to be managed under groundwater sustainability plans by specified deadlines.
