Renames existing Cal Grant C awards to "Competitive Cal Grant C awards" and establishes new award categories for community college students in occupational and technical training programs.

Sets maximum Competitive Cal Grant C award amounts at $2,462 for tuition and fees plus $547 for access costs and training-related costs such as special clothing and required tools and equipment.

Creates an additional Competitive Cal Grant C award up to $2,462 annually for community college students, with a second application deadline of September 2 beginning in the 2018-19 academic year.

Establishes Cal Grant C Entitlement awards up to $3,000 annually for access costs for community college students enrolled in for-credit certificate or credential programs less than one academic year in length that meet workforce demand criteria.

Requires the Student Aid Commission to give priority to Competitive Cal Grant C awards for students pursuing occupational training in areas meeting at least two job quality criteria, including high employer demand, employment growth, salary projections, or alignment with career pathways.
