Renames the California Land Conservation Act of 1965 to the "Williamson Act" and makes conforming changes throughout related statutes in Government Code, Public Resources Code, Revenue and Taxation Code, and Water Code.

Eliminates the authorization to use timberland production zoned land to meet the 100-acre minimum requirement for agricultural preserves, and prohibits counties and cities from entering into new contracts for timberland zoned as timberland production.

Requires county boards of supervisors and city councils to adopt rules governing procedures for partial cancellations and partial nonrenewal of contracts in addition to existing administrative procedures.

Authorizes parties to mutually rescind a portion of a contract (in addition to full contracts) and allows rescission of partial contracts to simultaneously enter new contracts, provided nonrenewal is for a legally severable parcel.

Changes references from "Secretary of Resources" and "Department of Conservation" to "Director" of Conservation and repeals provisions requiring Secretary approval before agricultural conservation easement agreements take effect.
