Postpones the repeal of the conditional review schedule for jurisdictional compliance with waste diversion requirements from January 1, 2018 to January 1, 2022.

Extends the current tiered review system where compliant jurisdictions are reviewed every 4 years, while non-compliant or good faith effort jurisdictions are reviewed every 2 years, until January 1, 2022.

Makes a simplified 2-year review schedule for all jurisdictions operative beginning January 1, 2022, requiring the Department of Resources Recycling and Recovery to review each jurisdiction's source reduction and recycling element at least once every two years.

Requires the Department of Resources Recycling and Recovery to consult with stakeholders and make recommendations to the Legislature by January 1, 2022 on revisions to the review process to ensure consistency with organic waste disposal reduction regulations (50% reduction by 2020 and 75% by 2025).
