Repeals existing experimental gear permit provisions and establishes a new Experimental Fishing Permit (EFP) program authorizing commercial or recreational marine fishing activities otherwise prohibited by Fish and Game Code or regulations.

Permits must be consistent with Marine Life Management Act policies and applicable fishery management plans, subject to commission conditions, and can be revoked if they adversely impact marine resources or established fisheries.

Prohibits bottom trawling under EFPs except for permit holders authorized under existing bottom trawl permits, limited to locations where bottom trawling is already allowed.

Requires department to post permit information online annually and submit reports to legislative committees by January 1, 2025, and every five years thereafter on EFP program benefits including fisheries sustainability, fishing efficiency, and bycatch reduction.

Permits valid for one year maximum and cannot be issued for same purposes more than four consecutive years; commission may charge fees to recover reasonable implementation and administrative costs.
