Requires the State Water Resources Control Board to order the Sativa-Los Angeles County Water District to accept administrative and managerial services, including full management and control, from a state board-selected administrator

Upon administrator appointment, the district's board of directors must surrender all control and cease to exist; board members have no standing to represent ratepayers and cannot claim benefits beyond those already received

Authorizes the Local Agency Formation Commission for Los Angeles County to approve dissolution of the district and designate a successor agency to select a public water system as the receiving water system to serve the former district territory

Waives protest proceedings and elections typically required for consolidation or dissolution under Government Code provisions

Provides liability protection for the administrator, successor agency, receiving water operators, and the commission for good faith efforts to assume possession and operate the water system during the interim operation period
