Establishes an affordable housing zoning board in each city, county, and city and county to issue comprehensive permits for affordable housing development through a single application process.

Board must conduct public hearing within 30 days and issue decision within 40 days of hearing conclusion; application is deemed approved if board fails to decide within the deadline.

Board may only approve applications if general plan and zoning ordinances are met, except board may grant density bonuses; board must consider regional housing needs, applicant certifications on prevailing wages and skilled workforce, and evidence presented at hearing.

Applicant must certify that proposed project is a public work or all construction workers will be paid prevailing wages as determined by the Director of Industrial Relations.

For projects exceeding a specified cost threshold, applicant must certify that a skilled and trained workforce will be used; applicant must provide monthly compliance reports to the board or face civil penalties of $10,000 per month.
