Expands fee-producing infrastructure projects eligible for private entity agreements to include passenger rapid transit, subways, and heavy rail in addition to commuter and light rail.

Requires all construction, alteration, demolition, installation, repair, and maintenance work on projects under these agreements to comply with California Labor Code public works requirements.

Eliminates the requirement for a two-thirds vote by Los Angeles County Metropolitan Transportation Authority members to award contracts combining planning, design, construction, and other transit system components.

Designates any construction or improvement work performed under Los Angeles County Metropolitan Transportation Authority contracts as public works projects subject to Labor Code enforcement by the Department of Industrial Relations.
