Extends the CalWORKs time limit for parents or caretaker relatives from 48 months to 60 months of cumulative aid received.

Increases exemptions for disability-based unearned income from $225 to $450 and increases the earned income exemption rate from 50% to 70%.

Makes conforming changes to multiple Welfare and Institutions Code sections to reflect the new 60-month time limit throughout the CalWORKs program.

Imposes state-mandated local program costs on counties for increased administrative duties, with reimbursement to be made if the Commission on State Mandates determines costs exist.

Eliminates the continuous appropriation from the General Fund to defray county costs specifically for implementing the provisions of this bill.
