Allows CalWORKs recipients who lack a high school diploma or equivalent to participate in high school equivalency programs (including GED, HiSET, or other State Department of Education-recognized tests) after receiving specified services.

Prohibits counties from requiring an assessment before recipients may engage in a high school equivalency program, removing a previous barrier to participation.

Requires counties to offer welfare-to-work plans that include options for high school education or equivalency programs to recipients without a diploma or equivalent.

Permits recipients to decline educational activities and instead participate in job club, job search, or other eligible activities, with the election required in writing on their welfare-to-work plan.

Establishes reimbursement procedures for counties and school districts if the Commission on State Mandates determines the bill creates state-mandated local program costs.
