Requires private postsecondary institutions to submit data to the Bureau for Private Postsecondary Education for each "debt-dependent program" (where at least half of students carry federal or private student loan debt), including student identification, federal and private loan amounts, tuition, and completion dates, beginning with the 2010–11 academic year graduating cohort.

Directs the bureau to obtain federal student loan debt data and median and average earnings information from state and federal sources for graduates, and publicly release earnings and debt data for each debt-dependent program offered by institutions.

Authorizes the bureau to require institutions to provide warnings to students about programs with high debt burdens relative to earnings, restrict new loan-financed enrollment in high-burden programs, and deny approval for new programs substantially similar to those exhibiting high debt burdens.

Requires implementation to comply with all state and federal privacy laws and specifies the section takes effect only if federal regulations under Part 668 of Title 34 of the Code of Federal Regulations are suspended or repealed.
