Authorizes individuals who received court authorization to inspect juvenile case files under petition (subparagraph Q of paragraph 1) to continue inspecting and copying those records if they file an appeal or writ challenging a juvenile court order, or serve as a respondent or real party in interest in such proceedings.

Applies the same confidentiality requirements from paragraph (3) to any other records in the juvenile case file or appellate record that are not previously authorized for inspection.

Maintains paragraph (4) confidentiality restrictions on dissemination and reuse of files received under this provision.

Requires the Judicial Council to adopt rules to implement these new provisions regarding appellate access to juvenile case files.
