Prohibits all high-occupancy vehicle (HOV) lanes in Riverside County, except for high-occupancy toll (HOT) lanes, from using double parallel solid lines to restrict entrance and exit.

Requires removal of any existing double parallel solid lines from non-HOT HOV lanes in Riverside County.

Mandates the Department of Transportation replace removed double parallel solid lines with appropriate markings and signage as specified in the California Manual on Uniform Traffic Control Devices.

Exempts HOT lanes established under Streets and Highways Code Sections 149.7 or 149.8 from these requirements.

Makes legislative findings that a special statute is necessary for Riverside County due to unique traffic circumstances.
