Requires unlicensed persons performing phlebotomy duties at clinical laboratories to possess a valid certification as a certified phlebotomy technician issued by the Department of Public Health.

Mandates the department revise regulations for certified phlebotomy technician certification to include education and training on blood withdrawal from and flushing of peripheral venous catheters by January 1, 2021.

Authorizes certified phlebotomy technicians to withdraw blood from and flush peripheral venous catheters upon specific authorization from a licensed physician and surgeon, effective January 1, 2021.

Requires certification training to include at least 40 hours of didactic instruction, 40 hours of practical instruction, 50 successful venipunctures, and 50 successful blood withdrawals from a peripheral venous catheter.

Establishes that continuing education requirements consist of at least three hours per year or six hours every two years for certified phlebotomy technicians.
