Requires every local law enforcement agency to annually provide the California Victim Compensation Board with contact information for their Victims of Crime Liaison Officer.

Mandates the board to annually make available one hour of training on victim compensation to Victims of Crime Liaison Officers at every local law enforcement agency.

Requires the board to conduct outreach to local law enforcement agencies affirming that victim compensation access and applications cannot be denied based on gang membership, association, affiliation, or designation in a shared gang database.

Requires the board's outreach and training to affirm that victim compensation access and applications cannot be denied based on documentation or immigration status.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to existing statutory procedures.
