Requires installation of refinery-related community air monitoring systems near petroleum refineries by January 1, 2020, to measure air pollutant concentrations at sensitive receptor locations and track exposure trends.

Mandates petroleum refinery owners or operators to develop, install, operate, and maintain fence-line monitoring systems by January 1, 2020 to detect fugitive emissions and gas leaks.

Requires air districts to design, develop, install, operate, and maintain community air monitoring systems, with authority to contract with third parties for these services.

Requires real-time data collection from both monitoring systems to be maintained and provided to the public in an accessible format as quickly as feasible.

Makes petroleum refinery owners or operators responsible for all costs associated with the monitoring systems, except costs related to monitoring non-refinery sources shall be shared equitably by the district.
