California Environmental Protection Agency must examine ways to improve public and worker safety through enhanced oversight of refineries and strengthen emergency preparedness for refinery incidents.

CalEPA shall coordinate with 13 federal, state, and local agencies including Cal-OSHA, State Fire Marshal, local air districts, and EPA Region 9 to protect the public, fence line communities, and refinery workers from risks associated with refinery operations.

CalEPA must convene at least 2 public meetings annually in geographically distinct refinery locations to provide information on refinery safety and receive public input on health and safety concerns.

CalEPA shall request representatives from each participating agency to attend the required public meetings.

Activities shall be carried out by existing agency personnel within the scope of their current duties.
