Prohibits University of California campuses from coordinating responses with or seeking counsel from the Office of the President when providing information to the California State Auditor's Office regarding security of UC funds.

Requires the California State Auditor's Office to include a statement in information requests notifying campuses that the request is not to be shared with the UC Office of the President.

Establishes legislative intent to ensure accurate, unfiltered information is provided to the Legislature for UC funding decisions.

Requires UC biennial cost reports to the Legislature and Department of Finance be based on publicly available information and reflect prior year actual expenditures.

Extends the deadline for UC cost reporting from January 1, 2021 to January 1, 2023.
