Allows healing arts boards to establish a lower renewal fee for inactive licenses, rather than requiring the same fee as active licenses.

Maintains the existing prohibition on inactive license holders from engaging in any activity that requires an active license.

Inactive licenses do not require compliance with continuing education requirements for renewal.
