Mandates group homes arrange meetings for unaccompanied undocumented minors to meet with qualified organizations providing legal services under specified welfare and institutions code provisions.

Requires county child welfare departments to meet with each child under federal Office of Refugee Resettlement custody placed in group homes to assess well-being and offer mental health services.

Mandates the State Department of Social Services inspect group homes with such children at least once per quarter to ensure compliance and quality of care.

Provides that no state reimbursement is required for costs related to crimes or infractions, but local agencies must receive state funding for costs increasing programs already mandated by 2011 Realignment Legislation.
