Establishes long-term water use efficiency standards for urban water suppliers, with the State Water Resources Control Board adopting standards by June 30, 2022, for indoor residential use (55 gallons per capita daily until 2025, then 52.5 gpcd by 2030) and commercial/industrial/institutional water use.

Requires agricultural water suppliers to update management plans by April 1, 2021, and thereafter every five years, including new requirements for annual water budgets and drought preparedness plans describing actions during water shortages.

Directs the Department of Water Resources to identify small water suppliers and rural communities at risk of drought by January 1, 2020, and propose countywide drought and water shortage contingency plans to the Governor and Legislature.

Imposes civil liability of $1,000 to $10,000 per day for violations of orders or regulations issued under the new urban water use standards, with higher penalties during drought emergencies.

Streamlines water data reporting by requiring state agencies to identify shared reporting requirements, eliminate redundancies, and make water data publicly accessible.
