Secretary of State must adopt regulations describing best practices for storage and security of voter registration information received by applicants.

Persons or entities receiving voter registration information must disclose any security breaches to the Secretary of State in the most expedient time possible without unreasonable delay.

Creates misdemeanor offense for knowingly distributing literature with incorrect precinct polling place information within 30 days of an election.

Creates misdemeanor offense for intentionally distributing false or misleading voting information by any means (mail, broadcast, phone, text, email, internet) regarding vote center locations, voter qualifications, or election dates and times.

Bill takes effect immediately as an urgency statute and provides no state reimbursement to local agencies for costs related to the new crime provisions.
