Requires the Administrative Director of the Division of Workers' Compensation to establish an antifraud support unit within the division to coordinate antifraud activities and serve as a central point of contact with other agencies.

Mandates the unit develop and implement data analytics processes by July 1, 2019, to identify sources of previously unknown fraud and measure the magnitude of known or suspected fraud in the workers' compensation system.

Requires the unit's data analytics policies to include specific components: goals, data sources, fraud indicators, analytical measures, effectiveness feedback mechanisms, and identification of law enforcement entities to receive results.

Directs state entities to submit specified data elements to the unit for analysis, notwithstanding any other law, to support the antifraud efforts.

Requires the unit to report to the Legislature at least every three years on the effectiveness of its data analytics efforts and to revise processes if improved fraud detection methods are identified.
