Expands protections against discrimination based on military service to explicitly include discrimination in "terms, conditions, or privileges of employment" for both private employers and government employees.

Prohibits private employers and lenders from discriminating against service members in hiring, employment status, loan terms, and benefits based on military or Naval Guard membership.

Establishes that violations are misdemeanors with civil liability for actual damages and reasonable attorney's fees owed to injured parties.

Incorporates conditional amendments from Senate Bill 266, with Section 1.5 becoming operative only if both bills are enacted and AB 1710 is enacted last.

Exempts the state from reimbursing local agencies and school districts for costs under Article XIII B of the California Constitution, as the act only modifies criminal penalties and definitions.
