Extends resident tuition classification to dependents of Armed Forces members who have been admitted to a public postsecondary institution before the member's transfer or retirement.

Allows student dependents to maintain resident classification if their Armed Forces sponsor is transferred outside California while continuing military service or is retired from active duty, provided the student remains continuously enrolled.

Applies to natural or adopted children, stepchildren, and spouses who are dependents of Armed Forces members stationed on active duty in California.

Requests the University of California Regents to establish equivalent residency benefits for UC-enrolled students.

Requires state reimbursement to local agencies and school districts for any costs mandated by the bill, as determined by the Commission on State Mandates.
