Repeals Section 23792 of the Business and Professions Code, which previously prohibited issuance of most alcoholic beverage licenses for premises more than one mile outside city limits and within two miles of construction camps or similar establishments with 25 or more people.

Revises the definition of "coupon" under Section 25600.3 to include mail-in rebates, mail-in discounts, electronic rebates, and digital rebates as types of coupons that nonretail licensees are prohibited from offering, funding, or sponsoring.

Clarifies that mail-in and electronic rebates are not considered coupons if the consumer submits the request after purchase, the rebate is paid after purchase, the nonretail licensee funds it, and no retail licensee acts as intermediary.

Maintains existing exceptions allowing certain distilled spirits licensees, beer manufacturers, and winegrowers to offer discounts on their products without those discounts being classified as prohibited coupons.

Allows retail licensees that are not nonretail licensees to offer discounts on alcoholic beverages that are not otherwise prohibited by law.
