Extends the requirement for thoroughbred racing associations to pay 1¾% of purse deductions to owners' organizations for national marketing programs from January 1, 2018 to January 1, 2022.

Eliminates the requirement for owners' organizations to file annual reports on receipt and expenditure of marketing funds with the California Horse Racing Board and legislative committees.

Changes the payment deadline for race stewards' penalties and fines from 10 days to 10 business days after a horse race meeting closes.

Authorizes the horse racing welfare fund to use moneys (with board approval) to provide health care treatment and support for licensed industry participants, racing association employees, and backstretch personnel if the need relates to horse racing industry participation.
