Redefines "contiguous" territory for local agency formation purposes to mean territory that abuts or shares a common boundary with a local agency, rather than merely being adjacent to it.

Requires local agency formation commissions to notify specified state agencies (Department of Health Care Services, Office of Statewide Health Planning and Development, California Health Facilities Financing Authority, and State Department of Public Health) when receiving applications for detachments from local health care districts, in addition to existing notification requirements for other health care district changes.

Revises Section 56383 to clarify that local agency formation commissions may establish schedules of fees and service charges for all proceedings under the Local Government Reorganization Act, including applications, reorganizations, sphere of influence updates, and reconsiderations.

Changes notification requirements in Section 56658 to require mailed notice to each affected local agency (rather than "affected agency") when an application is received by the executive officer of the principal county.

Specifies that no state reimbursement is required under this act because local agencies have authority to levy service charges, fees, or assessments to cover the mandated program costs.
