Requires adoption of annual policies for providing assistance or grant funding that establish a nexus between funding allocation and district health care mission, and ensure spending aligns with grant applications.

Declares the bill furthers public access to records and meetings as required by the California Constitution.

Specifies that no state reimbursement is required for mandate costs related to public records access, but allows reimbursement if the Commission on State Mandates determines other state-mandated costs exist.
