Amends Section 88600 of the Education Code to add a new principle to the California Community Colleges Economic Workforce Development Program requiring it to provide guidance to local educational agencies on allocation and oversight of apprenticeship training funds consistent with California Apprenticeship Council rules.

Responds to November 2016 California State Auditor Report 2016-110, which identified gaps in accountability and oversight practices for state apprenticeship program dollars.

Addresses auditor recommendations to strengthen existing law for greater accountability of state program funds and ensure consistent and effective oversight practices.

Approved by Governor on July 21, 2017, and filed with Secretary of State the same date.
