Expands the hearsay rule exception to include audio recorded statements of prior inconsistent statements, in addition to existing video recorded statements and transcripts.

Prior inconsistent statements are admissible if properly admitted in a conditional examination, preliminary hearing, or trial of the same criminal matter, and the witness is unavailable.

Extends the hearsay exception to cover prior inconsistent statements from conditional examinations, which were previously limited to preliminary hearings and trials.

Permits the opposing party to examine or cross-examine any person who testified at the conditional examination, preliminary hearing, or prior proceeding regarding the prior inconsistent statements.
