Changes the California Career Technical Education Incentive Grant Program purpose to emphasize "high-quality" career technical education and increases annual funding to $500,000,000 starting in fiscal year 2018–19, with each grant applicant required to provide a dollar-for-dollar match.

Adds new minimum eligibility requirements for grant applicants, including demonstrating opportunities for pupils to participate in leadership development and career technical education student organizations, and ensuring pupils with exceptional needs can access all programs.

Eliminates positive consideration for applicants that did not operate a career technical education program during 2014–15 fiscal year, and requires that grant recipient programs be evaluated and deemed successful by the Superintendent before receiving renewal grants.

Establishes $12,000,000 annually for regional career technical education coordinators (starting 2018–19 fiscal year) to provide technical assistance to local educational agencies through contracts with selected county offices of education, with funding distributed based on average daily attendance.

Requires the Superintendent to evaluate program progress toward goals and identify appropriate changes by June 30, 2021, and every three years thereafter, submitting reports to the Legislature, Department of Finance, and Governor.
