Authorizes after school programs to include youth development activities that promote healthy choices and prevent substance use as part of their enrichment elements, replacing language limited to "pupil assistance."

Requires the State Department of Health Care Services to enter interagency agreements with the Department of Education to allocate Youth Education, Prevention, Early Intervention and Treatment Account funds (cannabis tax revenue) to schools for substance use prevention programs.

Expands eligible programs for cannabis tax funding to include the 21st Century High School After School Safety and Enrichment for Teens program, After School Education and Safety Program, and 21st Century Community Learning Centers program that meet specified requirements.

Specifies that grants to schools may support expanded learning programs designed to prevent and reduce substance use while improving school retention and performance.

Encourages schools to establish after school programs focused on substance use prevention and education through a broad array of academic and enrichment activities.
