Mandates that all school staff be trained on comprehensive school safety plans and that classified employees be included in plan development.

Requires the State Department of Education to develop and post best practices for reviewing school safety plans on its website and maintain a compliance checklist that is updated as needed.

Requires charter schools to develop school safety plans reviewed and updated annually by March 1, with the same safety topics and tactical response procedures as traditional public schools.
