Department of Justice must adopt regulations by July 1, 2020 regarding access and use of the CURES (Controlled Substance Utilization Review and Evaluation System) database, addressing approval processes, practitioner access purposes, law enforcement warrant requirements, and research data sharing.

Department of Justice may enter into agreements with interstate data sharing hubs or other states' prescription drug monitoring programs to share CURES data, provided such agreements ensure compliance with California law and maintain the same privacy, audit, and data security standards as direct CURES access.

Authorized users of other states' prescription drug monitoring programs are not required to register with CURES if they are registered and in good standing with their own state's program.

Interstate data sharing agreements cannot be entered into until final CURES regulations are issued.

Amends Civil Code Section 1798.24 to permit disclosure of personal information for interstate data sharing of prescription drug monitoring program information in compliance with state and federal privacy laws.
