Adds Schedule V controlled substances to the CURES (Controlled Substance Utilization Review and Evaluation System) database maintained by the Department of Justice for monitoring prescribing and dispensing of controlled substances.

Reduces the reporting deadline for dispensing pharmacies, clinics, and other dispensers from 7 days to one working day after a controlled substance is dispensed.

Requires dispensers to report the date of sale of the prescription (if applicable) as part of the information submitted to CURES, and adds International Statistical Classification of Diseases (ICD-9 or ICD-10) codes to required reporting information.

Allows health care practitioners and pharmacists to submit automated queries to the CURES database through certified health information technology systems that meet specified privacy and security requirements, effective October 1, 2018.

Requires entities operating health information technology systems integrated with CURES to pay reasonable fees to cover integration costs and comply with memoranda of understanding addressing technical specifications and data security.
