Authorizes the Department of Justice to reduce the number of approved security printers to no fewer than three vendors to standardize prescription forms and implement unique serialization.

Requires all controlled substance prescription forms to contain a uniquely serialized number assigned by the Department of Justice and mandates security printers submit delivery information including serial numbers within one business day.

Requires dispensing pharmacies and clinics to report the serial number of the corresponding prescription form (if applicable) when reporting controlled substance dispensing to the Department of Justice.

Establishes that the Department of Justice must adopt regulations by July 1, 2020 regarding access and use of CURES information, addressing approval processes, practitioner access purposes, warrant requirements for law enforcement, and data sharing for educational and research purposes.

Permits the Department of Justice to enter into agreements for interstate data sharing of prescription drug monitoring program information with other states' PDMP systems while maintaining California's privacy and security standards.
