Amends Vehicle Code Section 21200 to subject bicyclists on Class I bikeways to Vehicle Code provisions related to accidents resulting in injury or death of another person.

Maintains existing requirement that bicyclists on highways have all rights and responsibilities of vehicle drivers, with limited exceptions for peace officers responding to emergencies or pursuing violators.

Defines Class I bikeway as a bike path or shared use path with completely separated right-of-way for exclusive use of bicycles and pedestrians.

Exempts state and local agencies from reimbursement obligations under California Constitution Article XIII B because the bill only creates new crime or infraction penalties.
