Grants and conveys trust rights to the City of Sacramento over specified Sand Cove Parcels along the Sacramento River, to be held for public trust purposes including navigation, commerce, fisheries, scientific study, recreation, and ecological preservation.

Requires the City to submit a trust lands use plan to the State Lands Commission for approval and file annual financial statements; prohibits capital expenditures exceeding $1 million without commission approval.

Mandates that starting June 30, 2019, the City transfer 20% of annual gross revenues from trust land leases or improvements to the commission, which allocates 80% to the General Fund and 20% to the Land Bank Fund.

Authorizes the State Lands Commission to enforce trust violations after notifying the City and allowing 30 days to cure; reserves state rights for fishing access, highway use, mineral extraction, and archaeological resources on the trust lands.

Repeals Chapter 1266 of the Statutes of 1970 and Chapter 625 of the Statutes of 1973; takes effect immediately as an urgency statute.
