Requires public swimming pools that are wholly artificial, provide lifeguard services, and charge a direct fee to provide an Automated External Defibrillator (AED) unit that is readily available during pool operations.

Mandates compliance with Section 1797.196 for AED acquisition and provides civil liability protections for entities acquiring AEDs and volunteers rendering emergency care with AEDs under Section 1714.21 of the Civil Code.

Requires the State Department of Education, in consultation with the State Department of Public Health, to issue best practices guidelines for pool safety at K-12 schools, including guidelines on AED use and placement.

Defines "direct fee" as a separately stated charge for pool use excluding other services or amenities, and clarifies that multiple proximate pools charging a single admission fee count as one public swimming pool.

Exempts the state from reimbursement obligations under the California Constitution because compliance costs result from the creation of new crimes and infractions.
