Authorizes housing authorities in the County of San Bernardino to develop and finance middle-income housing projects with gap financing until January 1, 2022, matching existing authority granted to San Diego and Santa Clara counties.

Requires middle-income housing projects to include at least 40 percent affordable units for low-income persons and at least 10 percent affordable units for middle-income persons.

Mandates housing authority legislative body approval by resolution after a public hearing with newspaper notice published at least twice over successive weeks before approving any gap financing.

Prohibits public funds received for gap financing from being used for units occupied at or above market-rate rents.

Requires housing authorities to report to the Legislature by January 1, 2020 and January 1, 2022 on the number of units produced, gap financing amounts, affordability levels, and affordability terms.
