Adds "affirmatively furthering fair housing" as a required objective for regional housing needs allocation plans, defined as taking meaningful actions to overcome segregation patterns and foster inclusive communities free from barriers based on protected characteristics.

Requires councils of governments to develop allocation methodologies in consultation with the Department of Housing and Community Development and to consider overcrowding rates and housing cost burden percentages (households paying more than 30% and 50% of income on rent) as factors in methodology development.

Establishes a revised appeal process allowing local governments or the department to appeal draft allocations within 45 days based on specified criteria, with public hearings and written findings required before final determinations.

Requires councils of governments to electronically publish proposed methodologies, underlying data, and supporting materials on their websites, and to provide explanations of how proposed methodologies further fair housing objectives.

Adds consideration of housing unit losses during state-declared emergencies in regional housing need determinations and allocation methodologies for the relevant planning period.
