Prohibits the State Lands Commission or local trustees from entering into new leases or conveyances authorizing new oil and gas infrastructure construction on state tidelands and submerged lands associated with Pacific Outer Continental Shelf leases issued after January 1, 2018.

Requires a 180-day waiting period before approving any lease renewal, extension, amendment, or modification for new oil and gas infrastructure, with public notice required on the agency's agenda.

Mandates consideration of three factors before approval: whether the action protects the marine environment or human safety, provides benefits beyond lease revenues, and impacts oil and gas transportation volumes across state waters.

Prohibits approval of lease modifications that increase oil and gas volumes at the same meeting where first presented, and requires public comment and a formal vote before approval.

Exempts maintenance and repair activities, safe operation activities, and leases issued under existing California Coastal Sanctuary exceptions from these restrictions.
